Our long primary objective is to pool as many mature free-market capitalists into the ACA as possible and becoming a world power. But, that is very.. Broad. So I've made several checkpoints a long the way, to gauge our progress and to add new features to the ACA.
Fifteen Nations; We form the government.
Thirty Nations; We form the Department Of Recruitment and assign the position of Post Master General to a nation. His job is to be responsible for most recruitment efforts and sending out mass telegrams.
Forty Nations; We form our first ever militia. Their job is to keep the ACA safe from foreign aggression by always endorsing the rightly elected Delegate.
Sixty Nations; We form the Pentagon. Two Cabinet roles appear; The Secretary Of Defense and General Of The Army. The Secretary of Defense's job would be to decide when military action is needed, the General Of The Army's job is to carry out said actions.
Seventy Nations; We form the Rangers. A task force of veteran Raiding/Defending nations that help keep the peace in other regions.
One Hundred Nations; We form the Department of Home Land Security and the Department of International Affairs. The Department of Home Land Security's job is to constantly scan for threats inside the ACA and prevent coups. The Department of International Affairs' job is to manage relations with other regions.
Two Hundred Nations; We form the Department of International Peace or DIP. Their job is to ensure all of our allies are safe, and to defend them against foreign aggression.

Since this is NationStates and anything is possible I'm going to add even MORE stuff.
Three Hundred Nations; We form the Navy. Their job is to create regions for nations that have been thrown out of their homeland and reorganize them. Then, after that, they ride with the exiles to try and take back their homeland. it is not like the Army and is not a full blooded assault. It is just a little back up while the natives take back their homes.
Three Hundred and Fifty Nations; We form the International Governing Body. By the time the ACA reaches this nation count, we now probably have the respect of countless individuals. It is our job to now enforce democracy across NationStates. Regions with totalitarian dictators will be over thrown and their regions absorbed into the ACA conglomerate. They will then not be governed by congress, but by the International Governing Body. They send one representative to the puppet region (where they vote and such) it basically the WA or UN of the ACA and her puppets.
Four Hundred Nations; We form the Special Forces. These long time war veterans probably know the ins and outs of all of raiding and defending. These gentlemen are responsible for unconventional warfare and undercover operations that can sometimes take months on end. They'd become friends with leaders and pick apart the enemy slowly over time.
Five Hundred Nations; We form the Free Market Missionaries. These men are the best educated among the ACA. They are basically the debate team of the ACA. Their job is to travel to different regions and to try to educate the masses there about why freemarket is good.

Since my imagination is running extremely high right now, I'm going to add more.
Six Hundred Nations; We form the Puppet Keepers. Their job is to keep all of our puppet regions in check and out of trouble. If they pick up something out of line, the Rangers are sent there to keep them in line.
Six Hundred and Fifty Nations; We form the Foreign Legion. A group of foreigners who want to help in conflicts, but don't want to abandon their home region. They send puppets to us with their WA status. They help us raid. They'd most likely be helping the Navy in most cases.
Seven Hundred Nations; We form the ACA Marshals. Their main job is to ask questions and gently interrogate new-comers and to watch all people who voice different opinions a little too strongly closely, and to watch their relationships with people.
One Thousand Nations; We form the New World Order. We begin to invade all communist regions. This will destroy their leadership and scatter them across NationStates. We then absorb the new regions into the ACA conglomerate. Any foreign opposition is met with force unimaginable. The eradication of the countless amounts of communist regions must be accomplished. Then, we march on all of the Feeder and Sinker regions. Taking hold of these regions and telling communists to get out and free market capitalists to move to the ACA. At this point, all regions under ACA control would be razed. Basically, only one puppet nations will be in it with a password. We will try to have almost all free market capitalists moved into the ACA. At this point, the military struggle is only halfway done, we then must go through lengthy Security Council red tape to get certain desirable regions "liberated" (have their passwords taken down) so our troops can march in and fly the ACA flag high. The road to domination will be hard and tough, but the ACA will stop at nothing to have communists removed from the world.

Two Thousand Nations; Mutually Assured Destruction at this point the game has been won for us. We will go down in the history of NationStates as the region that conquered all. But at this point, I'm done. Me, and possibly some of my other leader friends are going to create a new paradise region. I leave the region to my Generals and implode all of the still standing puppet regions. The Feeder and Sinker Region's iron grip will be relaxed, and new leaders can take hold. I don't intend on keeping NationStates hostage forever, I just want them tok remember the ACA's legacy. My Generals however will still suppress any communist regions popping up, but we will allow normal regions to function......
OR
We keep suppressing uprisings and keep trying to take down the enemy. At this point, everyone is unorganized, and there never will be a military campaign quite as feared as us ever again.
