The Constitution of the Allied Capitalist Association
Article I: Membership a. Hereinafter, defining “nation” as any member residing in the Allied Capitalist Association (ACA), without an intent to overtake the region through the use of unlawful force. b. All nations are obligated to join the World Assembly (WA); however, membership is not required. Article II: Government a. The ACA is to assign a World Assembly Delegate at all times, elected by the people. b. All WA member-nations are obligated to endorse the specified delegate; however, doing so is not required. c. The duties of the WA Delegate include, but are not limited to, passing and vetoing laws and representing the region in a positive image. d. There will be three (3) congressmen elected for every fifteen nations in the region. If the regional population is at or below fifteen (15) nations at any given time, a minimum of three (3) congressmen is necessary. e. The duties of congressmen include, but are not limited to, creating new laws and acting as spokespeople for the members of the region. f. The founder is the highest member of the government hierarchy. He shall act as the ambassador of the region, and is the commander-in-chief of the military. He has a final decision on all legislation passed by congress and the delegate, though is not inclined to give an opinion on any particular issue. He may also delegate the responsibility of a general or ambassador to any civilian as he sees fit. g. Congressmen shall serve terms of four (4) months, and may be elected at a maximum of three (3) times consecutively. The WA Delegate shall serve a term of six (6) months, and can be elected at a maximum of two (2) times consecutively. Article III: Petitions a. All nations reserve the right to petition the government. b. Petitions can be used to create or overturn a law, or remove an elected official from office. c. If seventy-five (75) percent or more of non-elected officials sign a petition that is for the creation of a new law, the new law will become effective immediately. d. If seventy-five (75) percent or more of non-elected officials sign a petition that is for the removal or repeal of a law, the law being petitioned will be rendered null. e. If eighty (80) percent or more of non-elected officials sign a petition to remove an elected official, excluding the delegate, from office, the official will be removed immediately. f. If, in a unanimous decision between non-elected officials and the founder, it is decided that the WA delegate has perverted the Constitution, or otherwise greatly threatened regional security, the WA delegate will be removed from office immediately. In such an instance, all nations will be required to un-endorse the delegate in question, and assign a new delegate on their own accord. Article IV: Election Process a. Elections will be conducted by poll on the ACA Regional page by the founder or WA Delegate. b. Voting will take place in an orderly and timely fashion, lasting no less than three (3) days and no longer than seven (7) days. All votes cast outside the specified time frame are considered to be invalid. c. No nation may move any “puppet” nations that it may have to the region in an attempt to help any candidate win an election, nor may a nation solicit votes from nations in other regions in the same manner. Any candidate found doing so will be disqualified from the elections, and any non-candidate found doing so will be barred from voting in that particular election. d. No nation within the region may be barred from voting in any public election e. No nation within the region may be barred from running as a candidate for any public office. Article V: Trials a. If a nation is found of committing an act of treason, espionage, or has posted, in the discretion of congress, excessively inflammatory or disruptive content, the nation may be subject to a trial by congress. b. Whereby, treason is defined as an unlawful and rebellious attempt to overthrow the government. c. Whereby, espionage is defined as spying or the use of spies to obtain reserved information. d. In order to eject or incarcerate a nation found guilty of a crime, a simple majority vote by congress is required. e. In order to ban a nation found guilty of a crime, a minimum two-thirds vote by congress is required. f. Any non-elected official must file a petition in order to ban or incarcerate a nation found guilty of a crime. g. All nations reserve the right to a defense attorney, who may be appointed by the nation in question, or the Founder or delegate if the nation cannot specify a candidate. The defense attorney may not be an elected official, must have knowledge of the situation at hand, and is not required to be a member of the ACA. h. All nations reserve the right to a quick and speedy trial. Article VI: Nation Rights a. All nations have a right to certain free speech. a. Nations may not, whether through telegram, regional message board, or some other form of internal communication, deliberately harass, attack, or threaten other nations. b. Nations may not, in the same circumstances as mentioned in Article VI: Section B, engage in acts of flaming, trolling, or baiting other nations. c. Whereby, flaming is defined as insulting another player, especially through the use of vulgar language, with the intent to offend. d. Whereby, trolling is defined as an attempt to incite anger among other players. e. Whereby, baiting is defined as an attempt to attract trolls or angering a player indirectly. g. No nation may be banned from the ACA without due process. |
